Ross Barkley is yet to commit his future to Everton
Contract talks between the club and Barkley have not yet produced any results – and the midfielder did not travel to Tanzania for Everton's pre-season tour as he continues his recovery from a groin injury.
Rooney said: "With the ability that Ross has, of course we all want him to be a part of what we're trying to achieve at Everton.
"He can help us get better but the decision about his future is down to him.
"I'm sure he will speak to the manager and do what's right for him."

Everton are demanding a hefty fee for Barkley, with Gylfi Sigurdsson being eyed as a replacement.
But the list of suitors for the England international is slim.
Tottenham have been mooted with a move for the playmaker, although manager Mauricio Pochettino has other transfer targets who could come in at a cheaper price.
Chelsea and Arsenal have also been linked with the Liverpudlian in the past but appear unwilling to meet Everton’s demands.
And it means Barkley could see out the last year of his contract at Goodison Park before seeking a free transfer next summer.
