Liverpool defender Mamadou Sakho, who spent the second half of last season on loan at Crystal Palace, was going to be part of the move for Van Dijk until he suffered a serious knee injury.
Man City made an approach for the 25-year-old in the last couple of weeks which put doubt on his switch to Merseyside, but Quinn is happy he has chosen Liverpool.
"Three months ago I think he was in contact with Liverpool and Chelsea, he spoke to both respective managers and was more impressed with Klopp," Quinn said on talkSPORT.
"That carried on that Liverpool were definitely interested, I heard it was going to be £50million plus Sakho as part of the deal, obviously Sakho got injured.

Micky Quinn has revealed all on Virgil van Dijk's proposed move to Liverpool
"Up to two weeks ago he was signing for Liverpool and then City came in, splashed the cash, £180,000-a-week wages, they blew Liverpool out of the water wages-wise. But still I heard he wanted to play for Liverpool.
"This is going to be more close to £60million the fee and obviously the wages have probably gone up with Manchester City coming in.
"This for me is the transfer of the summer for Liverpool Football Club.
"It's so refreshing because he's chosen the history of Liverpool Football Club, the impressiveness of the manager, and I can't wait to see him play in a Red shirt."
