And according to Sky Sports, West Ham manager Slaven Bilic will have the final say on whether the club complete a move for the 24-year-old.
The Hammers have reportedly agreed to pay Brentford £9million up front for Hogan, but the two clubs are said to disagree on added bonuses.
Brentford are understood to want £6m in add-ons but West Ham have so far only offered £3m in additional payments.

If West Ham fail to reach an agreement with Brentford the east London club are likely to keep hold of back-up striker Ashley Fletcher.
The 21-year-old, who has made just three starts this season since his summer move from Manchester United, has been heavily linked with a loan move to Championship side Leeds.
Leeds boss Garry Monk is determined to boost his striker options and is said to be a huge admirer of Fletcher's work rate – but could miss out if West Ham do not sign a replacement.

Brentford manager Dean Smith accepts Hogan, who has scored 14 goals for the Bees this term, will leave Griffin Park in January as long as the club's valuation is met.
"We would let any of our players go anywhere for the right money, because everybody has a value at any club," Smith said.
"We've had offers from different clubs for Scott Hogan and all of them have not met the valuation.
"We keep our business strictly private. We'll say no to people if we don't think the value is met and then it's up to them to come up with a deal that does meet ours."
