"Arsene pushed the fourth official in the tunnel and was given a fine and four games in the stands.
"If Jose had reacted the way Jurgen did the other night then he might have been sent off. He has history."
Mourinho was last given a stadium ban in England when in charge of Chelsea last season.
The two-time Champions League winner was charged "in relation to his language and/or behaviour towards the match officials in or around the dressing room area at half-time" during a defeat at West Ham in October 2015.
He was fined £40,000 and banned from Chelsea's next game at Stoke.
United face champions Leicester on Sunday as they seek to regain ground on the top four, while Arsenal travel to leaders Chelsea on Saturday and Liverpool face Hull.
