A hooligan known only as Vasily the Killer, alleged Putin was involved in the organised attacks on England fans at Euro 2016 and said hooliganism has given him “this feeling you are on top of Everest and can do anything.”
Putin, who was in St Petersburg for a meeting when the terror attack occurred, said: “The causes of this event have not been determined yet, so it’s too early to talk about possible causes.
