Manager Jurgen Klopp wants to build a team around the Brazil international ahed of next season's Champions League campaign.
But Tite concedes a move to Barca may be too good to turn down.
"I do not want to have the pretension to comment on Barca, but who does not want a player like Coutinho with that magic, with that capacity for invention and creation, change of pace, triangulation, game built?" Tite told Spanish newspaper Sport.

"I'm always talking hypothetically, let's make that clear.
"There have Sergio Busquets and the two midfielders, what in Italy they call 'mezzalas' (half wingers/attackers) that are Ivan Rakitic and Andres Iniesta, that are the two thinkers of the side.
"Coutinho can play in that role. He is an ideal player for Barca."
Coutinho's relationship with Neymar is key to Tite's Brazil set-up, with the manager keen to have the two men firing ahead of next summer's World Cup in Russia.
Neymar has enjoyed another strong season alongside Lionel Messi and Luis Suarez at Barcelona, where the trio have combined to score over 100 goals for the third successive campaign.

Asked about how he fits Coutinho into his plans for the national side, Tite said: "The ideal position of Neymar at Barcelona is on the left side.
"So I thought 'how can I work with these two talented players?'
"We have Chelsea's Willian, who is more direct, and Coutinho is more a midfielder, more creative, more of a thinker.
"Before starting the first training I called Coutinho and I said: 'I want you to play on the right but doing the same function'.
"You'll even have more freedom than at Liverpool, because if you want, you can cross the field from side to side.
"You can approach Neymar, you can work deep. I want you to have creative freedom, I want you comfortable."

Coutinho, 24, scored 14 goals for Liverpool this season, ending the campaign with a flurry of seven goals in nine games.
The playmaker suffered an ankle injury before Christmas and his month-long absence contributed to Liverpool dropping away in the title race.
He could be called up to play for Brazil in friendlies against Argentina and Australia this summer.
Brazil are expected to qualify for the Russia World Cup and Tite admits it would be good if Coutinho and Neymar played together next term.
"In Liverpool, Coutinho plays for the left, but the important thing is that he performs the same function for the national team. If I were Klopp or Barca I would fight in every way to keep my man, and to sign the other!"
Asked if Coutinho could play in the centre, Tite revealed it is something he and Klopp have discussed.
"Yes, this is an alternative if we shuffle (the team)," he said.
"I even talked to Klopp and him about this possibility.
"We need to create alternatives. Of course, doubts arise: will he be better marked in the centre and lose the element surprise? We will only see this when we do it."
