According to the Yorkshire Post, City were contacted by one of Huddersfield’s rivals over a deal to sign Mooy on a permanent transfer.
It would have meant City breaking the terms of the loan deal before agreeing the subsequent switch.
It is claimed City manager Pep Guardiola refused to do the deal as he is considering recalling Mooy to the Premier League side.
Midfielder Fernandinho has been out of the squad due to suspension and Mooy was earmarked as a viable candidate to fill in for the Brazilian.
Huddersfield will hope to keep hold of Mooy until the end of the season, with the Australian having played 29 games for the West Yorkshire club so far this term.
