Keita was a key part of Leipzig's excellent Bundesliga season.
The 22-year-old scored eight goals in 29 appearances as they mounted a strong challenge to Bayern Munich.
And his performances have seen him linked with a moved to Anfield with Jurgen Klopp reportedly keen on signing him.
But Leipzig chief executive Oliver Mintzlaff insists they will not be forced to sell any of their stars.
"We have decided that we will not sell any player from our starting line-up," chief executive Oliver Mintzlaff told The Times.

"Ralf Rangnick [Leipzig's sporting director] told this to our team at the end of the season. We will keep our team together and keep on developing."
Earlier this week, Klopp suggested their transfer business will not be concluded early.
Last season, Liverpool's major signings including Sadio Mane had been wrapped up before pre-season.

He said: "I wish tomorrow (to have signings completed) but unfortunately that's not really likely.
"The best scenario is that you have them for the start of pre-season but I'm not sure if it will happen this time. It's different with all different players so we will see.
"That's not a big problem because we all know if they are fit and healthy we have a really strong squad and that means we could start with this squad.
"But that doesn't mean that I would prefer this, I would love to have them in as soon as possible."
