Liverpool have been strongly linked with Salah this summer and are said to have already had a £28million bid for the Egypt international knocked back.
Roma reportedly want in excess of £35m for the 24-year-old, who scored 15 goals and contributed 13 assists in 31 Serie A outings this season.
And the Liverpool Echo claim the Reds are reluctant to meet Roma's asking price, which would surpass their club record £35m paid to Newcastle for Andy Carroll in 2011.
Liverpool manager Jurgen Klopp is now said to be considering alternative options to Salah in the event their negotiations with Roma fall through.

Liverpool consider other targets to Roma's Mohamed Salah
Former Liverpool defender Steve Nicol believes Salah will be a good addition at Anfield but has doubts he'll go straight into Klopp's starting line-up.
"I think he fits in with the way Klopp wants to play," Nicol told ESPN FC.
"He goes at defenders, he scores goals. He puts a shift in, he will close the ball down.

"It certainly makes Liverpool's squad stronger. Where does he start though? Does he start ahead of Mane? I don't think so.
"Does he start ahead of Coutinho? I don't think so. I'm not sure he goes through the middle.
"It's a good signing because it makes the squad bigger and better, but is he a starter? I'm not so sure."
Bookmakers Betfair are still confident Salah will complete a move to Anfield this summer, pricing Liverpool at 1/4 to sign the former Chelsea winger.
