Gerard Batten said the forthcoming by-election in the Leave city had been marred with untruths by some Labour campaigners because “they’re bankrupt of any ideas or motivation”.
The constituency has become a battleground for both parties trying to sway voters, who go to the polls on Thursday.
Mr Batten, a London MEP, is one of a number of high-profile Ukip politicians who have visited the city in a bid to drum up support.
Gerard Batten said Ukip had been "attacked with lies" by Labour
Labour has got nothing constructive to say about its own policies, all its doing is attacking UKIP with lies
He believes consecutive Labour MPs over the years has left voters in the city feeling left behind.
Speaking to Express.co.uk, he said: “The mood up there among the people is that they have been abandoned. They’ve had a Labour MP for the last 50 years. All they’ve seen is economic decline.
“If you go up there it’s obviously a place that needs revitalisation and regeneration. So the mood is very bad, but we’ve got an enormous amount of support and I do think the result is going to be very, very close."
Ukip's Brexit spokesman believes the Stoke Central by-election will be "close"
“Every UKIP voter needs to get out on the 23rd because I think that we can win, but It’s going to be a close result and we need more of our support out.”
He said some activists within Labour had slumped to new lows by trying to run a smear campaign to the detriment of Ukip.
In one incident, a number of texts were sent to voters in Stoke claiming Muslims would go to hell if they didn’t vote Labour.

Allegedly sent by a Labour activist, the divisive message read: “Every Racist is voting for UKIP. UKIP are a Racist Party, who are hate Muslims and Islam.”
Although Labour has distanced itself from the texts, Mr Batten continued: “Of course the Labour party has got nothing constructive to say about its own policies, all its doing is attacking UKIP with lies.
“That’s all they’ve got so it shows how bankrupt they actually are of any ideas or genuine motivation.
“UKIP’s having a great campaign but if you live in Stoke get out and vote UKIP on the 23rd."

A recent online poll suggested the previously safe Labour seat was within grasp for Ukip’s Paul Nuttall.
The data, of 1,000 people collaborated by the Stoke Sentinel, showed the anti-EU party was just 0.2 per cent behind Labour with up to 30 per cent of voters yet to make up their minds.
Beyond the two front-runners, 11.6 per cent said they would opt for the Conservatives while 4.1 per cent supported the Lib Dems.
