Kim Jong-un risks placing even more pressure on already strained relations with UN countries, as the Seoul official refused to rule out whether there were fresh signs the hermit nation was ready to carry out another nuclear blast.
The official said: "North Korea is ready to carry out a nuclear test at any time, depending on the leadership's decision.
“We are keeping a close eye on its nuclear activities.”

Seoul has been on high alert following North Korea’s last nuclear test in September.
The communist country has carried out five nuclear tests with a host of missile launches – despite stern warnings from the UN.

US intelligence claimed Pyongyang was in the final stages of readying itself for another nuclear experiment – possibly within a matter of days.
One official claimed a test could come next month.
The US-based North Korean think tank 38 North claimed last month there was satellite imagery which indicated low-level activity at the same east coast site – a sign another test could soon commence.
It is unclear when such a test could take place, 38 North added.
South Korea reportedly revealed Pyongyang has the capacity to launch another nuclear test at any time and has the facilities at the site to do so.or.
