It emerged earlier this week that Chelsea had made an £85million bid for the Torino star.
But it was rejected because of the way the Blues wanted to structure the payments.
However Chelsea are set to offer more up front, but are still reluctant to pay the full £85m to trigger his release clause at once, according to The Sun.

Torino want the whole thing paid up front and face a battle with Chelsea to convince them to play ball.
Belotti has been in stunning form this season and is joint top scorer in Serie A with Edin Dzeko with 24 goals – leading the likes of Gonzalo Higuain and Mauro Icardi.
Chelsea want to add to their striking ranks this summer and are concerned Diego Costa may leave.
The Blues have been linked with Alvaro Morata, Romelu Lukaku and now Belotti.

Morata is said to have bought a house in London and this week admitted he was hoping to team up with Antonio Conte again.
Lukaku meanwhile could return to the club after being sold by Jose Mourinho.
The Everton ace has also been linked with Manchester United but Ronald Koeman is still keen to keep him.
The Belotti bid puts moves for those two in doubt but Conte is set to be handed a huge war chest to turn Chelsea into Champions League challengers.
