Claims yesterday suggested the Blues had agreed personal terms for the midfielder.
Manchester United have also been tracking the 22-year-old, with Jose Mourinho keen to pull off a deal.
But RTL journalist Bertrand Latour claims the Premier League leaders have made a £32m offer along with £5m in bonuses.

His efforts have seen a Twitter account created, aptly named @KanteFacts, which recognises his lung-busting runs.
And when asked whether he was aware of the Twitter account, he said: “My teammates in England have brought me a few.
“A favourite? No, it was just to laugh."
