The Blues have supposedly put a five-year contract on the table and are even willing to double his wages to ensure they land their man.
Carrasco is said to be intrigued by the prospect of playing in the Premier League and Atleti boss Diego Simeone must now persuade him to stay.
The 23-year-old has been a big hit since signing from Monaco in the summer of 2015.
He scored 14 goals across all competitions for Atletico last season – with only Kevin Gameiro and Antoine Griezmann managing more.
