Arsene Wenger held a meeting with Monaco midfielder Tiemoue Bakayoko in Paris but the 22-year-old rejected a move.
According to French magazine France Football, the pair met in November last year but Wenger was unable to convince Bakayoko that his future lies at the Emirates.
The report claims Chelsea are frontrunners for Bakayoko with manager Antonio Conte eager to link him with compatriot N'Golo Kante.

Sporting Lisbon goalkeeper Rui Patricio
Arsenal are reportedly ready to spend £13million on Sporting Lisbon goalkeeper Rui Patricio.
French radio station RMC say the Gunners are rivalling Marseille for the Portugal star, who won the European Championships last season.
Patricio has a contract with Sporting until June 2022.
The goalkeeping position could be one area Wenger will attempt to strengthen with Petr Cech turning 35 in May while David Ospina has been unconvincing during his time at the club.
Arsenal midfielder Alex Iwobi
Alex Iwobi has cheekily suggested he would convince Arsenal to sign Manchester City striker and Nigeria team-mate Kelechi Iheanacho.
Iwobi told the Daily Mail: “We’re room-mates right now and he’s just the funniest guy I know. We do get on well off the pitch as well as on the pitch.
"Maybe I can try to convince Arsenal to sign him – but I don’t think that’s going to happen.”
