Jurgen Klopp was unable to sign the England international last month as Hart had already played for City and Torino this season.
FIFA rules state he would have beeen prevented from featuring for a third team.
But come the summer, a battle will ensue to buy Hart, with City apparently asking for around £15million from any Premier League rival.
