Turan, 30, has failed to make his mark at Barcelona since his £24million move from Atletico Madrid in 2015.
He has started just 14 La Liga games this season – scoring three goals – and looks destined to leave this summer.
Arsenal and Chelsea have both been linked with a move for the Turkey international as they both look to bolster their ranks ahead of next season.
However, Turkish Football claim Arsenal are in pole position to secure his signature.

And Haberturk say Turan will be one of the first casualties of his summer revamp with Valverde giving the Barca board the green light to offload the midfielder.

Arsene Wenger signed a new two-year deal on Tuesday and he is keen to mark a new era at Arsenal by bringing in two marquee signings.
It is claimed he will renew his interest in Leicester star Riyad Mahrez.
But the potential arrival of Turan could help improve his squad further as he bids to mount a Premier League title challenge next season and secure a return to the Champions League.
The former Galatasaray man has lifted every domestic trophy in Spain and Turkey.
He is contracted to Barcelona until the summer of 2020.
